Toolbar ammunition updates inconsistently

Version: 1.198.024 default
Behavior: Ammunition counter displayed on toolbar does not change unless that weapon is currently active.
Reproduction: Collect an S-10 handgun. Add the S-10 weapon to the toolbar. Press 0 (default hotkey) to unequip the weapon. The toolbar should display "0 / 0" ammunition for the toolbar. Add any S-10 magazines to the inventory by any means. The toolbar will still display "0 / 0" ammunition despite valid magazines being available. Equip the weapon and the toolbar should update with the number of available magazines.
Expected: The HUD displays current information about the ammunition available to all weapons on the current toolbar, even if they are not in hand.
