Tool Particles Stop Once the Tool is Off

For all other particles, they stay until they naturally fade, as determined by their particle data.
For tools, the particles immediately disappear as soon as you stop welding, grinding, or drilling.
This has been a source of annoyance for a while, since I love seeing the shower of sparks fade after I've finished working on something.
The issue has gone back and forth several times, switching between staying and immediately disappearing. Hopefully, they can stay for the full release.
