Timer Block delay doesn't run for the set amount of time

I ctrl-clicked the the "delay" portion, typed 14.00 seconds, but it rounded this to 13 seconds, and when I started the block it counted down from 12 seconds

Single Player, the change isn't proportional, it is one to two seconds off no matter the set length, so it isn't a sim speed issue. I suspect it is an issue with rounding.
