Thruster intermittently procude zero thrust

At seemingly random times, the ion thrusters (in one ore more directions) on my small ship will stop producing thrust. They will still animate (drive plume) and I think the absolute speed will go up from 0.0 to 0.1 (and fluctuate a bit).

If I activate some other thrust direction (incl. roll, pitch) first/during they will start thrusting properly again. The direction that still works and "solves" it is different each time.

The electric system consists of a battery, small reactor and small solar panel. The battery has always been charged, and none of the "Discharge/Charge/Smart" checkboxes are checked.

The only thing that might make it more prevalent is if the ship is heavily loaded, thus my assumption is that there is some rounding error in the calculation of the speed delta that causes small speeds to be truncated (low thrust with large weight = small speed delta).

What more information will help diagnosing the issue?

EDIT1: I think that the dampeners were on at the time.
