thanks for letting us know about this issue that you are experiencing. However, when I did try it, I did not experience any issue in regards to advanced menu slider movement. Please see my short attached clip doing exactly same things in the game as you do.
Is this the first time you are experiencing this? Or dies it happen from time to time? Or is this behavior permanent for you? Does this happen only in one custom game (which?) or in Advanced menu of all games (Empty world, Planets, Red Ship, Star system etc...)? Is there any trigger action that you do before this behavior starts? What is your DPI/CPI mouse settings? Did you try to change it? Can you try to unplug your mouse and connect it back again? Do you have option to try to run/play game with any other mouse?
You can also try to verify the game files through Steam (right click on SE in Library - Properties - Local Files - Verify integrity of game files).
Other things you can try are:
Delete SpaceEngineers.cfg file (it means your game configuration will be deleted) - you can access your SpaceEngineers.cfg by typing %appdata% into your Windows search bar and you will be redirected to the hidden Roaming folder. After that just follow: \Roaming\SpaceEngineers.
Delete ShaderCache folder - you can find this file in the same folder as described above.
Kind Regards

i am using a touchpad for my mouse, i also dont have another mouse, plus i was going to use my controller as the game started, i had just gotten the game lol, and i just noticed it because i wanted to turn down my view distance and up my pcu limit, i had also tried verifying the game but it didnt say anything was wrong with the game, i also only have shadercache2 folder, i was also on the map with all the ships below red ship (it seems to be doing it with all maps), i dont remember what it was called, i also had experimental on, plus line block placement, i also have steam cloud turned on

Hello, owen!
After discussing internally, we have concluded that we don't support touchpads and unfortunately we currently have no plans to do so in the future.
So we are not moving forward with fixing the reported issue and will be closing this thread for now.
