Store ship purchases fail if PCU is disabled

In the playtest 1.192.013, tried to buy a ship in a multiplayer game (not a dedicated server). We both (host and client) tried to buy a ship from an SCCG store, and got a "you don't have enough PCU" error. Checked the G menu and we both had negative PCU, so I quit, changed the PCU to "Disabled". Reloaded the game, tried again to buy a ship but still got "you don't have enough PCU". Then we both tried becoming admin, and turning on the "ignore PCU limits" in the alt-F10 menu, but we still both got the "you don't have enough PCU" error. Finally, changed the PCU in game settings to the highest value (turned off "ignore PCU limits" in admin) and the ship purchase finally worked.
