I am In Space Engineers Where I am testing the Exhaust Pipe on my Rune Buggy ( Human Guy Thing is my user name ) and Once I turn the Exhaust off and back on, it does nothing.. when I fully stop and turn it back on it works just fine.

I tested issue you are talking about, but from my point of view everything is working. I use buggy from workshop and put exhaust pipe on it. I enabled it to exhaust fire so I can see clearly what is going on, and as I said before, everything seems fine.
The amount of exhaust particles depends on the settings of power dependency - meaning it exhausts more particles when bigger power input. Can you check your setting on this one?
E.g. I had it set to 20% and my car was emitting particles all the time. Obviously more when I accelerate, but even going just with inertia, there still were enough particles. Did not find any difference when turning exhaust pipe on and off while riding, or after full stop.
Can you try lowering the power dependency and test it again? Also, when dependency is high, you need to do some action (accelerate, break) so the particles start to emit, there´s none just from inertia, because there´s no power input.
After you try this and you still think there is something wrong going on, can you please do a BP of that exact buggy and/or game save and share it here so we can look into it more on your specific buggy and settings? Video showing the issue and your exhaust pipe and buggy settings might help us as well.
