Ship energy consumption is 1%

I made a ship with 6 atmos thrusters, 2 for upwards thrust, 1 for forwards, 1 for backwards, 1 for left and 1 for right thrust, it has 2 small reactors and weights about 9,000 kg.
The bug I want to report is that the energy consumption meter said I was consuming 1% energy, and that I still had fuel for 41 days, even if I was using all my thrusters it would say i was only consuming 1 energy, my friend and I ran an experiment, we both had the same ship, but I could attach my landing gear to his ship and fly around with it attached but when he attached his landing gear to my ship he could not take off as his energy consumption said he was consuming 100% of the available power.
I have the same bug
