Set cost of rotor head to 5 pcu

A rotor head costs 100 pcu . A rotor costs 100 pcu too. But they have no performance impact if not paired, since attachment is made on request by a player, and not automatically.
A similar device is a piston, which costs 100 pcu. A piston head costs 5 pcu.
If a rotor has impact comparable to a piston, then a rotor head should be rated at similar symbolic value like 5 pcu.
