SE DS PCU limits bug

When setting a PCU limit in SE DS as:
Block limit mode: PER_PLAYER
Max Block per Player: 1000000
Max Factions Count: 1000000
Max Grid Blocks: 1000000
Pirate PCU: 50000
World PCU: 1000000
Once in the game I am still limited to 62500 PCU :(

I playing on server with limits ( 44000 pcu per player) . My pcu is 10963 and i can;t build nothing more. Admins clear all my blocks and let be build one more time. Everyone can build but my limit 4 some reason is 10963...
