Saves saving to the cloud not to PC, Cloud turned off

When I am not online, My save games are a month old. I go online, and my saves from the past few days are there. I have gone into the game settings, and enable steam cloud is not checked ( and even if it were, saves should save in both places, on PC first, then cloud, in the event you do not have internet at any point. I travel a lot, and don't always have good internet (hotel internet sucks). Last PC save was 7/23, but I would imagine, that was just before updating, but who knows how many I may have been behind.
