Safe Zone creates Invincible Warheads

Step 1) Attempt to detonate a warhead in or near a safe zone, causes that warhead not to detonate ever for any reason.
Step 2) Outside the safe zone, the invincible warhead takes no damage from gun fire.
Step 3) Terrorize people with invincible warhead armor
