Rotors creating force after being locked

I've figured out the source of the mysterious dark forces that cause some of the problems to using rotors. After locking rotors in place the rotor are still producing rotation force on that lock and making what ever it connected to it start behaving as if its being pushed.
When locking a rotor or a pistons the rotation force should also be stopped but also be resumed when unlocked.
