Random Encounter Doesn't seem to work anymore

After testing 4 different games ( 2 with no mods, 2 with mods ), it doesn't seem to spawn any derelicts or abandoned stations. I've tested an area of 14000 km in space, from Earthlike, passed Alien planet and beyond. I've used Admin tool to check if anything spawns in, but nothing ever spawn. The games are made with "Star System" and altered between medium and high density of asteroids ( as it seem derelicts and stations are tied into the generation of asteriods )
Is this something that got changed/bugged out in later patches? It used to work fine before.
This is also in the official game, not the beta testing game
