[Publictest] Parachute Drag with no canvas

Issue: The parachute will create a small amount of drag with no canvas when activated

Steps To replicate

Step 1: spawn on earth with pod

Step 2: after spawning place control seat and gyro to make pod flyable

Step 3: Fly pod at speed and open parachute with no canvas in it

Step 4: Turn off gyroscope and notice pod slows down and is pulled slightly be the parachute
