effect: unable to stop
how it happend:
after speeding up for a while and trying to slow down you wont be able to slow down propperly beyond a certain speed (example: throtle up to 100 slow down to 0 but you are unable to slow down past a speed of 15 you can use thrusters to get it down to 13 but after you stop your thrusters you get forced back to 15 if you try to accellerate you are able to accelerate to 18 but when you stop your thrusters you get forced back to 15)
this bug seems to disapate after a while but usaly to late when you are heading towards an object.
the bug has ocuered on 2 ships both ships had welders or drills
