Periodic stutter

Hi fellows engineers!

I have already spoken with a developer on steam who reported me having the same problem, and invited me to report it here, saying that he also had this kind of concern with GTX and Intel since a some time . (Original topic : https://steamcommunity.com/app/244850/discussions/0/2260188150868217185/).

Here's my issue : when i play in multiplayer (on dedicated server / friend hosting / hosting myself), even if i'm alone, the game stutter for a certain time (~1-2min) before returning to normal. And the same thing starts again few minutes later. The issue doesn't appear on a solo game. I already checked the server speed and fps, and nothing strange here. The issue is present as well on a new game or on an advanced game with no massive construction, completly randomly, but pretty often. And it's very unpleasant to play with this...

I have tested without mod or script, but nothing has worked. I also tested with an empty world (no planet, no entity at all, just the sun far in the horizon), and world full with planets, and the results were the same again. Stutter for a while, then stop, and again later. With or without someone with me on the server.

I do not think that the PC has a hard time, because I do not have this problem with the solo game, but it is always present regardless of the host of the party in multi (even large public servers).

Here are the PC specifications if needed:

MSI GTX 1080 Gaming X

Intel i5 7600k

MSI Z270 Gaming PRO Carbon

16 GB DDR4 2133 MHz CL14

Fiber optic connection ~ 10 MB / s

Thanks in advance for your help.

New finding: the problem is more often present when it's day rather than at night.
