Oxygen Farms lose effectiveness if base is covered

If the base of the Oxygen Farm is covered or obscured it will reduce effectiveness and never rise above 3 lights. I am talking about the bottom third of the block, the part that is just machinery/casing. This cannot be intended, it makes no sense.
I'm not sure when this started but I know for sure it was not always the case, as I used to commonly embed Oxygen Farms into the floor and walls and still got 4 lights.
