[Options->Display] Fullscreen is Fullscreen windowned

So when I set my display to Fullscreen Window, my mouse is bound to SE and I have to alt-tab out to click in another window. When I set it to Fullscreen I can leave the bounds of the window as if it was in fullscreen windowed BUT the screen jumps about 250x250 pixels down and to the right.

Also in windowed mode my mouse is also bound to SE.

Win 10, 3 monitors, drivers up to date on GTX 1050Ti,

This error seems to only be true when Mouse capture it checked btw
