NPC Faction reputations dropping for no reason

I'm not sure if this is a bug or something just not explained somewhere... in my current game, my standing with certain NPC factions is dropping severely even though I am not interacting with them. And it's dropping FAST. I noticed one faction was suddenly showing my reputation at -196. I didn't do anything to them. Is this a feature or a bug?

Seen this happen, as it was on a server I couldn't exactly look at the files or do more testing. Found myself with -500 reputation with a faction I was friends with days before, only difference was I did a contract with one faction that wasn't friends with any I usually deal with.
It's both a feature and a bug.
Say you're interacting with Faction A, a portion of any positive or negative reputation with A passes onto other NPC factions A is friends with (eg Faction B). So -18 reputation with A transfers to -9 rep with B.
The bug is what happens when A is friends with a lot of factions, Factions C, D, E, F G, H. And say all of those factions are also friends with each other. So -18 reputation with A transfers to -9 rep with 7 other factions (total -63). This -63 cascades as seven transfers of -3 rep (total -21).
There are possible other bugs at work.
