No game menu

I do not know why but in the game menu is displayed only briefly and then everything is gone, I have 3 times reinstalled the game and made 2 error checks at steam ... but it was still there. Would be nice if I would get help.this link leads to the video on youtube of me. This video can only be viewed with the link and deleted on 08/18/2019.
