No Cargo Drops

somehow there are no more cargo drops in my SP world (checked settings, they are enabled!
and there are no encounters aswell (enabled in settings, checked it twice)

more information....well first it worked but after some time they disappeared! checked it via respawning in space, no encounters, no drones, no unknown signals anymore! started a new world: nothing!
