I have the same bug
Neon lights are not a device that is shown in the Control Panel. They are a decorative block with no configurable options. They will "light up" (emissive, so not much of an actual light source) if the grid they are on is powered. You can change their color by painting them with the paint tool.

Had the same problem that they aren't lighting up when I build them - found that you have to toggle the power (like pressing Y in a control seat/station/cockpit) off and back on to get them to work.. Good old troubleshooting 101.. xD
