Mouse dragging slowly when using a controller

symptom:
when in menus (block selection, control panel, main menu), the mouse occasionally slows down and drags.
how i worked around it:
turned off my joypad in the settings menu (was using Hori EDGE 301 xbox360 controller)
this seems to have fixed my issue. would be great if this was fixed since I regularly use it for piloting
