I've tested Torch Server without mods and plugins, then I test TorchMod (https://steamcommunity.com/sharedfiles/filedetails/?id=1406994352) from a workshop on Custom in-game World without other mods. Here is a full story of that issue: https://github.com/TorchAPI/Torch/issues/278
