Mods Download Hanging Join

When joining anything with mods the server or session (does not matter if this is a private, offline session or dedicated server) will hang on "Downloading Mods". More concerning, even after 'Cancelling' and exiting Space Engineers, SE process will continue to run in the background attempting to install the mods until manually aborted with a TASKKILL.
