Mods, Dlc and Character customization not working
Won't Fix
When I try to access the steam workshop through the game it loads forever. When I go into a save none of my DLCs that I Paid For are enabled and working even though steam says that they are enabled. When I go to customize my character it says ERROR {0} is offline. Now after rolling back to a previus version steam gives a warning that says that is was unable to sync the files with the cloud.

thanks for letting us know about your issue.
This... feels very strange to me. Are you absolutely sure you are running the Steam in Online mode? Top left corner Steam - Go Online. Can you check if you have this option set correctly, please?
If your are absolutely sure that you are running Steam in Online mode, please try to verify the game data (Library - SE - right click - Properties - Local files - Verify the integrity of game files).
Please let me know if this solutions will help you.
