Mod Heavy Servers and Mod Queing. All F#%^ED

While I have enough bandwidth to play the game just fine, its when I jump to a new server that is quite mod heavy I am pushed to the limits downloading a several GB of mods and keep running into this FRUSTRATING issue.
After a minute or two from trying to connect to a server, SE will drop connection saying, "Server not responding," meanwhile, steam will show "Workshop Content" is downloading something.
ONLY ONE MOD IS DOWNLOADING AT A TIME REQUIRING <Number of Mods> WORTH OF CONNECTION ATTEMPTS
Server mod download is NOT queuing up the required X-mods the server uses.

Also, another related bug, SE will periodically STILL drop you into connecting to the WRONG server.
