Mined rock and ore re- spawn at server restart

I have noticed that after mining and the server restarts.
The mined area looks like it was originally un-mined and cant be mined again. If you want to get to a deposit in an asteroid you have to come at it from another angle and hope you don't run into an all-ready mined area.

Saw the news of an update, loaded an old save from a few months back to get back into the game. I was parked with a mining ship near a boulder on Earth. Got in the ship, tried to mine the boulder... the drill spins and makes sparks, but the boulder doesn't get any dent and I don't get anything in the inventory; the drill's inventory stays empty. Seems like the same issue, or I am doing some else wrong.
Oh... I guess time to put the game back on the shelf for a while until mining is fixed because without it...
