Major local sim speed drop since sparks of the future update

I have been getting major local sim speed drops on the lowest settings since the sparks of the future update. Im running:
16.0GB Dual-Channel DDR3 @ 535MHz (6-7-6-18)
AMD FX-6300
ASRock N68-GS4/USB3 FX (CPUSocket)
any suggestions or anyone else been reviving this
