Low ping in game list but high ping in game

I have 69 ping on game list screen. After I join the game ping increases to 160-190.

Here is the difference:
(It's always like this, not an exception. Well this time it is not high as usuallly is, but in game ping is like double of normal ping.)

Same issue here.
server browser shows ping of 72. After joining , i see a ping of 150-180 (in-game ping shown via Shift-F11 screen).
The ping between server browser and Shift-F11 Screen should agree.

I am having the same issue. Also rubber banding. On home network server using server 2016 essentials, 16 gb ram, 4.5 ghz 7700k i7. Ping says 1 in game list, during game is 83. If i alt-tab and ping server using cmd in windows while game is running, 1-0 on ping. Has been rubber banding like crazy the last few weeks too.
