Load savegame menu failure

Essentially, when I click load in the main menu, the load save submenu pops up, but with a dialogue on top, saying "Loading, please wait..." I wait. And wait. Nothing happens. I run ALT+F4. The game closes, then I restart it. There seems to be a 50% chance it will happen again. If it does, I have to restart the game again. Also, The first time I start it, it appears to happen 100% of the time. This has been ongoing for several months. I wanted to wait it out, to see if an update would fix it, but no. GPU is up-to-date.
