Lighting Bug

Me and multiple random persons on the server I am playing on as well as in single player experience the following lighting bug: https://youtu.be/swO85ffFOQE?t=30

Even people in #help channel on discord reported experiencing the same thing. It is very immersion breaking.

There are certain angles where lighting behaves very strangely. It doesn't matter if its in space on ship or inside asteroid its visible everywhere. There are certain angle ranges of player orientation where the lighting just breaks. It does not depend on sun position, or whether there are any lights around. In the video all lights in the base are turned off. It also doesn't depend on graphics settings. I tried all settings from everything turned off, lowest settings up to highest settings. The only thing where it was not so visible was when shadows were turned off because there was light all around without shadows. GPU load also goes about 10% higher when it brightens.

Everyone who experiences it has Nvidia card (I have single GTX 980), but I didn't talk to anyone with AMD to test if it does the same thing there.

EDIT: It does that in vanilla with no mods. I can just create creative Green Station world turn off all lights on the station and walk around and in 1 minute I am able to find a place where its visibly getting darker and brighter inside without any reason just based on how I am oriented.

EDIT2: I just noticed another bug report from month ago that describes basically the same thing, the brightening also sometimes just flickers like in that bug report:
