Lander lacks solar cells

When spawning in a planetary lander it has help screens telling you it has enough materials to make 6 solar panels. But it doesn't. It has none.
I have the same bug
You will find them in second container, that is situated just above the first, obvious one.

Why not just put the materials all in the main one? They would fit!
