Issues loading/starting world that has mod dependencies
This issue applies in the following scenarios:
1) Starting the Dedicated Server service.
2) Connecting to a Dedicated Server instance as a Client.
3) Loading a Single-Player world.
In these 3 above scenarios, if the world has mod dependencies AND the user (or the server) already has a dependency's .sbm file in the Mods folder, then the user will never be able to start the game. In the case of a Dedicated Server, it always hangs at the "Keen PolicyRepsonse (1)" line while attempting to start.
For instance, the "Easy Inventory" mod has a dependency on the "Text HUD API" mod. If the server has the .sbm file for the "Text HUD API" mod in the \Mods folder, the server will fail to start. The same is true if a user is connecting to a server as a client, or loading up a single-player game.
As a workaround, it is necessary to delete dependencies, because the game seems to want to download them, and it hangs if they don't need to be downloaded.
I've been chatting with some folks on the Keen and Torch Discord channels, and it appears this is not an isolated incident and is not related to a specific world file.

Yeah, let the server managers determine whether or not to download dependency mods. I've been waiting over 30 minutes for my DS to start. This is bonkers. I can boot up all of my ARK servers and join them in a fraction of the time it takes to boot up a single SE server.

Hi there Im having this issue with my dedicated server and the parachutes mod. I have the respawnship mod on my server and it thinks it needs the parachute mod from the workshop and it keeps downloading this mod (instead of using the vanilla one) even if i delete it from my mod list. Could you tell me where I can find the depenency.sbm file so I can remove it from the server. Also Keen needs to make some kind of toggle so it doesnt automatically download these mods if your server doesnt need them thanks.

Could you please provide us your log files or world? We tested those scenarios and don't see any hanging of the server or client.
