Inertia dampeners Bug

So I am playing a Never surrender scenario with a couple of friends (hosted on my PC) and I am getting a bug which makes flying basically impossible.

I made a miner that has plenty of thrusters and was extremely maneuverable then when I mined the inertia dampening just stops working.

I took all the material out to make sure it wasn't a mass issue and it wasn't. The dampeners still didn't work.

Then wiggling around with inertia dampeners off I got the thrusters to output full power lifting me up. I turned the dampeners on and they worked for a split second then stopped again. I repeated this getting a tiny change of working inertia dampeners until my ship was back to my station.

It's not a power issue as the batteries were basically full and it wasn't a mass issue so it must be a bug that is turning dampeners off/making the thruster output extremely small.

This issue is back. A Large grid ship will drift down. Adding rotor for custom controller weapon will case this, hinges being used for ramps will cause this.
