Hydrogen thrusters can't be build

Hello,
I have a strange problem. I can't select hydrogen thrusters. I've built a hydrogen engine and a couple of hydrogen tanks but the thrusters are still not enabled. I'm attaching a screenshot. In the background, you can see the working hydrogen tank.
