Grinded-down catwalk over Spotlight blocks all light after reload

Before the latest patch you used to be able to cover a Spotlight with a grinded-down Catwalk plate, or any grate from a mod and it would still let 100% of the light through. This is a very popular aesthetic choice given the round shape of the spotlights.
But now, although when you initially place the block there it works fine, when you reload the game the illumination will be blocked entirely. Even though you can still see the spotlight itself through the bars, no actual illumination comes through.
