GamePad toolbar is not save on dedicated servers.

I am having issues while playing on dedicated servers with a gamepad. If you join a dedicate server playing with a controller, and place tools or groups on the controller toolbar. After logging off, and logging back on the server the groups for controller stop working. or looks like the groups are broken. see images attached.
