Game won't start, hangs in splash screen (1.194)

Game won't start, hangs in splash screen. Never finishes.I tried:
- unsubscribing & deleting all workshop items
- deleting the steamapps folder from %appdata%
- reinstalling the game
- updating my graphics driver
- verifying game integrity
- reading the SE log file
- reading the windows event log
- tried googling the bug
- checked other bug reports
Happened with the update to 1.194 i think? Last time i played was ~April 2019.
My setup should be fine. See the attached log files. So what else can it be?

The tip with updating windows worked. The key updated seemed to have been KB4535102.
My recent update history to get it installed without errors was:
KB4490628 -> KB4516655 -> KB4524752 -> KB4535102 (!) ->KB3042058 -> KB4534310
I think one of those updates contains the annoying upgrade/out-of-support warning. Better double check and maybe avoid...
