Game loss of character control

Randomly while playing the game will seem to freeze. The weird thing is i hear all the audio and i can see everything moving in the background. Like the snow in the frostbite scenario, flashing lights, assemblers assembling, refineries refining, etc. Just for whatever reason i can't interact with the game at all. It doesn't allow me to do anything. I can just see things going on.

Frequency, around every 5-10 minutes the game does this. It will last about 20 seconds. It just started happening as well.

Changes that may be linked to it. Recently i BOUGHT ALL THE DLC FOR THE GAME except for deluxe edition. I have a feeling it may be linked to that. I already had frostbite, decorative blocks 1 and 2 and this issue wasnt happening. I bought style and economy around 2PM today and it started happening around then. The only other thing that may have affected it was i enabled steam cloud support. I disabled it to check and see but it didnt fix it.

Things ive tried to fix it.

1. Disabling steam cloud support.

2. Verify integrity of game cache

3. Adjusting graphics settings to lower values

4. Adjusting graphics settings to higher values

5. Restarting computer/game

6. Updating graphics drivers and then restarting computer again
