Game freeze for 1-2 sec every 10-15 seconds

I'm trying to build pretty big ship (~22k blocks) from workshop. For first half of this ship almost everything went good. But now, game is actually unplayable. I have no idea what I can do, tried changing resolution (i've got QHD monitor, 2560x1440) to lower, changing graphic settings to lowest, changed game mode from private to offline and nothing changed. And my PC is quite strong ( Ryzen 3600, B450 chipset, GTX 1070 with 8GB memory, 16 GB RAM 3600 MHz, game installed on SSD NVMe). And newest drivers.

I've asked on steam for help, Dan2D3D suggested that i should write here. What i know now:

- Ship is using 197,999 PCU but i've spawned 3 of them on creative, make them shoot 2 vs 1 and this world was still more playable than my main world ( simulation speed around 0.88-1.00 and no freez/lag)

- On main world simulation speed is around 1.00-1.02, then drops to 0.88 for a second and then whole game freez. When it comes back, simulation speed is rising from 0.55 to 1.00-1.02

- Update lag - while game is running 0-123 ms, after freez ~441ms and drops to previous values

- Server Thread CPU Load - More than 100%, value changes too quickly

- Server Simulation CPU Load - around 45%, after freez ~200% and drops to ~45%

- Render GPU Load - stable 98%, nothing changes here but i thought it's a little too big

- Thread CPU Load - 100-110%, after freez ~200% and drops to previous values

- Simulation CPU Load - around 47%, after freez ~200% and drops to previous values

- Save and exit sometimes won't work only on this world ( After clicking "yes" nothing change, I can't go to main menu, only cancelling SE process on task manager help)
