[EU Test #3 Server] Safe zone glitch after the last patch

After the last test patch I've noticed that now, after I modify the safe zone permissions there's no "this is not allowed" message if I don't leave the safe zone and enter in again. For example, after chaning only the zone size and leaving all permissions off, my character does the welding animation while actually not being able to weld instead of getting the "Welding is not allowed" message.
