Double layers of voxels on ore stones when mining (unminable with grid drills)

Already reported simillar issue here:

But this one is a little different:

A) When mining "boulders" (random ore spawns on the surface of planets), when I mine out the boulder completely with grid miner, or start mining with hand drill (two different cases), then this boulder starts to be unminable with small or large grid manual drill. But it is still possible to mine this boulder with hand drill. Ship drills are not working, but hand drills yes.

B) After a while of hand drilling, I was able to drill with ship, but only some parts. It felt like there were two layers of materials (boulder spawn and planet part) - from which, I was able to mine fully with hand drill but with ship drill, only the second "layer".

C) I confirmed it, when the boulder respawned after some time (only upper half of it) when there wasn't any grid near it and I was able to mine top part (above planet surface) and below the surface there was again "two layered" boulder.

D) When mining boulder with ship, I found that I can mine only "visible part" of boulder (same as C) - only what you can see above surface of planet) and I can't mine or destroy what is below the surface or below the boulder, only with hand drill.

E) Also when I was mining boulder, I found this weird behaviour - there was something like square that i was not able to mine through when near boulder. It was something between 20m-25m not sure precise numbers. This square was unminable with ship drill, but minable with hand drill. See two_layers.jpg image. It felt like switching between able to mine and not able to mine.
