Disabling "convert to station" server option not working

good morning support team,
Happy new year. On our server, we had chosen to deselect the Convert to Station server-side checkbox because players were utilizing safe zones on ships by converting grids back & forth from stations to ships. We felt that safe zones were not being used in the way they were intended.
The problem came up when several players noted that they could still convert their grids to station. Not everybody on the server is affected, nor am I as an admin even able to convert grids to station.
I haven't determined what makes these affected grids different, but I will follow up with any information or logs you need. please let me know. thank you.
