Dedicated Server Process Hangs

Server:
Ryzen 3900x, 32gb RAM, fresh install of current Win10 Pro build, no other applications installed
Server process becomes "unresponsive" on autosave. Players experience "Connection Problem Game Paused". Issue lasts for 20-30 seconds and then recovers. After 5-6 cycles of this, process freezes permanently and must be force closed. Issue occurs with or without mods and plugins and with both old save and freshly created save. No logs available as process freezes and prevents logging.
Issue does not occur with identical server setup on Intel I7 5930K with 32gb RAM.
Issue did not occur before Frostbite patch and has not been resolved with hotfix.
