Dedicated Server clean install continuously restarts

Hi
I have made a new windows 10 PC to run SE Dedicated server as a service. I have followed the KEEN guides to setup and believe it should be running ok but when I Save & Start the server continuously restarts. Can you help advise what may be causing it to restart? See Console readout text and all log files are attached to this message.
Windows 10 is formatted and clean install today and all updates installed.
I double checked the .Net and VC distributables were correct.
Windows firewall and router port forwarding are configured.
dedicated server is running as administrator

The installation of Visual Studio 2013 redist as noted in the below post resolved the issue. Strangely the link wasnt working yesterday, looks like the Microsoft web page was down, i posted as i thought it was maybe no longer available.
