Dedicated server bug in steam

Dedicated server is set up to run on start up but steam is to stupid and assumes the dedicated server which is under tools not games is actually the game meaning the moment the server is running the game is useless until you close the server launch the game then manually launch the dedicated server again. This is a huge bug game is useless if you have to shut down a dedicated server while people are playing just so you can sign in. needs to be fixed or the game may as well be scrapped.
