Decorative Pack: Armory Locker has no ownership option

Despite being a block that can be interacted with, the Armory Locker has no ownership option and is always built as a neutral block and cannot be changed. This creates problems for trying to own a grid. It also doesn't make logical sense: you wouldn't want just anyone being able to open your armory and access weapons.
