No cooldown on respawn drop pods

When starting in a survival world with a default drop pod, the cooldown for the space pod gets activated, but not for the actually taken pod, nor the group. Even when editing the <CooldownSeconds>-Tag for the planetary and moon pod, in both cases they get ignored.

This behavior makes most of the longterm-survival szenarios for community-servers abuseable, as people can spawn indefinitely many respawnshisp in no time, therefore terminating performance and also circumventing resource-limitations.
